Arcilia Acosta is the President and CEO of CARCON Industries and Construction, a full- services construction firm, and she is also the Founder and CEO of Southwestern Testing Laboratories (STL Engineers), a geotechnical engineering and construction materials testing firm – both companies are based in Dallas, Texas. The oil and gas division of STL Engineers is located in Midland, Texas.

In February of 2021, Ms. Acosta joined the board of Veritex Holdings, Inc. (NYSE:VBTX), with over 40 banking centers in Dallas/Ft. Worth, Houston, and Lexington, KY. In February of 2020, Ms. Acosta was elected to the board of Vistra Corporation (NYSE:VST), a retail and power generation company located in 12 states across the US. In May 2017, Ms. Acosta was elected to the board of Magnolia Oil and Gas Corporation (NYSE:MGY). Additionally, Ms. Acosta’s prior board service includes ten years as a Board Director of Energy Future Holdings Corporation, a $45B power generation and retail utility company; six years as a Director of Legacy Texas Financial Group, N.A.; and a board member of ONE Gas, Incorporated (NYSE:OGS), a stand-alone, 100 percent regulated, publicly traded natural gas utility that is one of the largest natural gas utilities in the United States.

Ms. Acosta is an entrepreneur, nationally recognized speaker, philanthropist and mother. Ms. Acosta and her companies have won more than 45 national, regional and local awards. In 2014, Ms. Acosta was inducted into the National Women’s Business Hall of Fame. Ms. Acosta was featured in the nationally acclaimed KERA television show CEO. In September 2017, she was an honoree at the Each Moment Matters Luncheon for her philanthropy and community support on projects throughout the state of Texas. In 2018, Ms. Acosta received the “Maura Women Helping Women Award” by the Texas Women’s Foundation and was named “Woman of Distinction” by the Girl Scouts of Northeast Texas.

D Magazine featured Ms. Acosta in the issue “4 Women Who Built Dallas” in 2020 and D CEO Magazine has named Ms. Acosta to the Top 500 List in 2020 and 2021. Hispanic Executive Magazine has named her Top Corporate Director, and she was featured by Latino Leaders Magazine as one of the Top Corporate Directors of Fortune 500 companies for five consecutive years. Recently, Ms. Acosta was featured in Latino Leaders Magazine’s TOP 20 Latinos in Energy issue. Ms. Acosta is a member of the National Women Energy Directors Network, a board member of the Dallas Citizens Council for more than ten years, and in 2019 was elected as a board member to the Communities Foundation of Texas.

Ms. Acosta is a graduate of Texas Tech University and Harvard University Business School- Corporate Governance Program. Ms. Acosta has served as the Commencement Speaker at Texas Tech University, Sam Houston State University, Texas Woman’s University and the University of Texas at San Antonio.

In March 2016, Texas Governor Greg Abbott appointed Ms. Acosta to the Texas Higher Education Coordination Board for a three-year term. In March 2020, Governor Abbott appointed Ms. Acosta to the Strike Force to Open Texas for COVID-19. Ms. Acosta is one of 40 members from across the state appointed to the Special Advisory Council to Governor Abbott. In April 2021, she was appointed by Governor Abbott to the Board of Regents of the Texas Tech University System where her term expires in 2027.

Ms. Acosta was recently elected to be the Chairwoman-Elect of the Dallas Citizens Council Board of Directors making her the 2nd woman to be Chair in the 84-year history of the organization. Her term will begin in 2023 through 2026.
